Affarismi sanitari in USA*

Proprio come il combattente contro il potere aziendale abusivo (B. Obama lo è in modo crescente e chiaro fin dall'avvio della presidenza), egli voleva che la riforma dell'assicurazione sanitaria ricevesse il SI delle gigantesche industrie farmaceutiche e dell'assicurazione sanitaria.

All'inizio dell'anno partì invitando i grandi capi di queste imprese per conversazioni intime alla Casa Bianca.

La rivista Business Week, la quale di recente ha proclamato che "Gli Assicuratori Sanitari Hanno Già Vinto" ha riferito che il CEO di unitedHealth, Stephen J. Hemsley, avrebbe incontrato il Presidente mezza dozzina di volte.

Questi sono i venditori.

Essi e la loro campagna di fondi fangosi non possono essere ignorati dal potere che combatte con la legislazione penetrando nel Congresso.

Un risultato pubblico degli incontri fu che l'industria sanitaria promise $80 miliardi di risparmi in 10 anni e i magnati dell'assicurazione promisero $150 miliardi nello stesso periodo.

Mr. Obama proclamò queste dichiarazioni senza indicare come questi risparmi sarebbero garantiti, come le imprese sanitarie potrebbero aggirare le leggi antitrust e che cosa fu dato in cambio dalla Casa Bianca all'industria della salute.

Ora abbiamo appreso che una promessa di Obama era di continuare a proibire a Zio Sam di contrattare il volume di sconti sulle medicine che voi i contribuenti state pagando secondo il programma di benefici sanitari emanato nel 2003.

Non sappiamo se le imprese dell'assicurazione sanitaria hanno ottenuto di continuare con il Medicare Advantage con il suo 14% di sussidi fiscali aggiunti per indurre gli anziani ad abbandonare il Medicare pubblico.

Non sappiamo nemmeno se l'opzione pubblica di Medicare che Obama ha sposato formalmente, ma poi ha ondeggiato, sia stata messa sul tavolo della concessione.

L'intero processo segreto è squallido e si è dimostrato come una crudele indifferenza per i milioni di americani che, sia nel disperato bisogno di servizi mediche che no, votarono per "change we can believe in".

Per un totale contrasto, il Presidente non invitò mai alla Casa Bianca i principali difensori dei consumatori - pazienti della nazione che sono per il Medicare totale e la libera scelta di medico e ospedale - ovvero il sistema del "single payer".

La porta della Casa bianca è aperta per i baroni aziendalisti che hanno fallito decennio dopo decennio nel dare quello che i pazienti vogliono, e chiusa per gente come il Dr. Q. Young - un fondatore del Medici per un National Health Program e vecchio amico di Chicago di Obama, il Dottor S. Wolfe, che dirige il Public Citizen's Health Research Group, i Dottori M. Angell, S. Woolhandler, e D. Himmelstein, noti a livello nazionale e difensori colti del single payer o Rose Ann DeMoro, direttore esecutivo della California Nurses Association che cresce velocemente.

Mr. Obama cercò anche di escludere ogni difensore del sistema del single payer - in passato favorito da Obama e ancora preferito da una maggioranza di gente, dalle infermiere e dai dottori americani - dai suoi incontri/tavole rotonde fissati per ricevere i punti di vista dei diversi elettori.

"Make me do it" fu il messaggio di Franklin Delano Roosevelt ai riformatori quando fronteggiò il legislativo, egli desiderava ma non aveva i voti per questo al Congresso.

Mr. Obama non sta usando quel tema per il potere della gente.

Se avesse fatto così, avrebbe incoraggiato udienze pubbliche quotidiane al Senato e alla Camera sulla collusione e la frode burocratica, squallida, avara e che va oltre la legge che molti nel mondo aziendalista hanno inflitto con la loro industria sanitaria mortale, costosa e ben finanziata.

Delle udienze pubbliche simili avrebbero permesso la sua controffensiva.

Sveglierebbe il pubblico per concentrare le energie sul tema primario - l'aziendalizzazione della salute.

Questa commercializzazione ha lasciato decine di milioni di persone senza tutela sanitaria, causato 20.000 morti l'anno e costa agli americani il doppio o più pro capite rispetto all'avere dei sistemi di totale Medicare come le nazioni occidentali che hanno delle sanità migliori degli USA.

Un'ulteriore indicazione dei commerci aziendali di Obama è che lui non si identifica mai con una legge specifica che abbia i numeri alla House e al Senato e che potrebbe unire la gente.

Le persone che non si stupiscono sono confuse, frustrate e arrabbiate. Il Presidente Obama non è favore di una proposta ambigua.

Di fatto incoraggiò a ribellarsi sia i Democratici Blue Dog del prendi i soldi e vai che gli ignoranti Repubblicani a lanciare le loro bugie e travisamenti su Rush Limbaugh e media spazzatura simili.

Obama sta per fare il suo errore più grande che gli si possa imputare poiché favorendo l'accordo bipartisan i suoi assistenti lavorano con il Senatore Blue Dog Max Baucus e le sue controparti Repubblicane alla Senate Finance Committee.

Tale proposta non ha un'opzione pubblica, niente protezioni per il consumatore o controlli sulla mutilazione e sui conti elevatissimi della cosiddetta industria della sanità.

Le leggi meno condizionate dalle imprese, relazionate nella commissione della House dall'On. H. Waxman (D-CA) e dai suoi alleati, già hanno poca attenzione da una Casa Bianca che con chiarezza guarda al prossimo "compromesso" Baucus - Grassley come il progetto "più pratico".

C'è una notizia attendibile che il AFL-CIO appoggerà tutto quello che Obama approva, con le eccezioni della California Nurses Association e dell'unione degli Sheet Metal Workers'.

L'ultima, attraverso il suo presidente, Michael J. Sullivan, annunciò lo scorso luglio che avrebbe sospeso tutti i contributi per l'elezione futura di qualsiasi candidato al Congresso o alla Presidenza.

Già oltre sessanta membri progressisti della House, capeggiati dalla Congressista Lynn Woolsey (D-CA) hanno dichiarato di opporsi a questi compromessi inaccettabili che girano sia alla House che al Senato.

Di fatto la paralisi è dietro l'angolo?

Ci sarà una riforma dell'assicurazione sanitaria di qualche grado trasformata in legge quest'anno?

Questo dipende dalle alleanze che accettino che i denominatori aziendali più bassi siano bloccati dalle posizioni di principio risolute dei progressisti che vogliono qualcosa che metta i pazienti sopra i venditori speculativi falliti.

L'ipotesi qui è che Obama firmerà qualsiasi cosa che uscisse da un Congresso codardo che non può dare nel 2009 alla gente americana il sistema sanitario che esso proibì di stabilire al Presidente Harry Truman nel 1950.

Il "make him do it" quest'anno o il prossimo dipende dalla gente della nostra nazione.

Almeno un milione di telefonate ai Congressisti fatte da cittadini certi devono partire per rinsavire quei legislatori che credono di cavarsela con un'altra vendita della nostra fede pubblica.

Never much of a fighter against abusive corporate power, Barack Obama is making it increasingly clear that right from his start as President, he wanted health insurance reform that received the approval of the giant drug and health insurance industries.

Earlier this year he started inviting top bosses of these companies for intimate confabs in the White House.

Business Week magazine, which proclaimed recently that "The Health Insurers Have Already Won" reported that the CEO of UnitedHealth, Stephen J. Hemsley, met with the President half a dozen times.

These are the vendors.

They and their campaign slush funds cannot be ignored in the power struggle over the legislation percolating in the Congress.

One public result of these meetings was that the drug industry promised $80 billion in savings over ten years and the health insurance moguls promised $150 billion over the same decade.

Mr. Obama trumpeted these declarations without indicating how these savings would be guaranteed, how the drug companies could navigate the antitrust laws and what was given to the health care industry by the White House in return.

We have now learned that one Obama promise was to continue the prohibition on Uncle Sam from bargaining for volume discounts on drugs that you the taxpayer have been paying for in the drug benefit program enacted in 2003.

Unknown is whether the health insurance companies were also promised continuation of Medicare Advantage with its 14% added taxpayer subsidy to induce the elderly to make the move out of public Medicare.

Also unknown is whether the Medicare public option that Mr. Obama formerly espoused but since has wavered on has been put on the concession table.

The whole secret process is seedy and demonstrates cruel disregard for the millions of American who, whether in dire need of medical services or not, voted in "change we can believe in".

By stark contrast, President Obama has never invited to the White House the leading consumer-patient champions in this country who favor full Medicare and free choice of physician and hospital - often called "a single payer" system.

Open to the corporate barons who have failed decade after decade to deliver what patients need, the White House door is closed to the likes of Dr . Quentin Young - a founder of the Physicians for a National Health Program and an old Chicago friend of Obama's, Dr. Sidney Wolfe, who heads Public Citizen's Health Research Group, Drs. Marcia Angell, Stephanie Woolhandler, and David Himmelstein, who are nationally known and accomplished single payer advocates or Rose Ann DeMoro, executive director of the fast-growing California Nurses Association.

Mr. Obama even tried to exclude any advocate of a single payer system - previously favored by Obama and still favored by a majority of the American people, doctors and nurses - from his roundtable meetings convened to receive the views of different constituencies.

"Make me do it" was the advice of Franklin Delano Roosevelt to reformers when faced with legislation he desired but did not have the votes for in Congress.

Mr. Obama is not exerting that plea for people power.

Were he to do that, he would be encouraging daily public hearings in the Senate and the House on the bureaucratic waste, greed, overbilling, collusion, and fraud that many in the corporate world have inflicted with their costly, pay or die health care industry.

Such publicized hearings would keep him on the offensive.

It would arouse the public and focus energies on the main problem - the corporatization of medicine.

This commercialism has left tens of millions of people without health insurance, caused 20,000 fatalities a year, and cost Americans twice or more per capita than have full Medicare systems in western countries, which have better health outcomes than the U.S.

Further indication of Obama's corporate dealings is that he never identified himself with a specific bill with a House and Senate number that he could rally the people around.

No wonder people are confused, frustrated and angry. President Obama did not stand for an unambiguous proposal.

He thereby emboldened both the cash and carry Blue dog Democrats to rebel and the Republican yahoos to launch their lies and distortions via Rush Limbaugh and similar trash media.

Obama is about to make his biggest mistake to date by favoring the bipartisan deal his assistants are working out with Blue Dog Senator Max Baucus and his Republican counterparts on the Senate Finance Committee.

This proposal has no public option, no consumer protections or restraints on the mayhem and skyrocketing charges of the so-called health care industry.

Already the less corporate-indentured bills being reported from the House Committee by Rep. Henry Waxman (D-CA) and his allies are getting short-shrift from a White Hous e that clearly views the forthcoming Baucus - Grassley "compromise" as the "more practical" go-to legislation.

There is reliable word that the AFL-CIO will endorse whatever Obama approves, with the exceptions of the California Nurses Association and the Sheet Metal Workers' union.

The latter, through their president, Michael J. Sullivan, announced in late July that it was suspending all future campaign contributions to any candidate for Congress or the Presidency.

Already over sixty progressive members of the House, headed by Congresswoman Lynn Woolsey (D-CA) have declared opposition to these unacceptable compromises moving forward in both the House and the Senate.

So is gridlock around the corner?

Will there be a health insurance reform of any stripe signed into law this year?

It depends on the alliances that settle for the lowest corporate denominators being blocked by the unyielding principled stands of the progressives who want something that puts patients above the failed profiteering vendors.

The guess here is that Obama will sign anything which squirms through a cowardly Congress that cannot give to the American people in 2009 the health care system Congress stopped President Harry Truman from establishing in 1950.

It is up to the people of our country to "make him do it" whether this year or next.

A mere one million immediate calls to members of Congress by one million assertive citizens will start sobering up these legislators who think they can get away with another sale of our public trust.
