Today is the sixth anniversary of my "Prayer for America" speech.

In light of the events that have taken place since I wrote and delivered it on February 17, 2002, you will see that long before anyone else in Congress saw the danger our country was headed toward, I spoke out -- truthfully and forcefully.

I need your help to continue to be the voice of the people. My primary election is on March 4th, just a little more than two weeks from now.

Today's newspaper is reporting, once again, that I am being outspent heavily in my efforts for re-election.

What is not said is where the money is coming from: Corporate interests whose narrow concerns do not allow for peace, for health care for all, for workers' rights. I can and will continue to speak out with your support. The working men and women of my district are working hard to protect this seat, which belongs to them. They are going door to door throughout the neighborhoods of the Cleveland area.

Just yesterday, hundreds of dedicated citizens from all walks of life fanned out all across the District to spread the word about the importance of holding on to this Congressional seat so their voices will continue to be heard and represented in Washington.

With a million dollars being spent against us on negative ads, false claims, and misrepresentations, we need additional funds to make sure that our message gets on television, radio, and through the mails.

A Prayer for America

The following speech was given on February 17, 2002.

I offer these brief remarks today as a prayer for our country, with love of democracy, as a celebration of our country.

With love for our country. With hope for our country. With a belief that the light of freedom cannot be extinguished as long as it is inside of us. With a belief that freedom rings resoundingly in a democracy each time we speak freely.

With the understanding that freedom stirs the human heart and fear stills it. With the belief that a free people cannot walk in fear and faith at the same time.

With the understanding that there is a deeper truth expressed in the unity of the United States.

That implicit in the union of our country is the union of all people.

That all people are essentially one.

That the world is interconnected not only on the material level of economics, trade, communication, and transportation, but interconnected through human consciousness, through the human heart, through the heart of the world, through the simply expressed impulse and yearning to be and to breathe free. I offer this prayer for America.

Let us pray that our nation will remember that the unfolding of the promise of democracy in our nation paralleled the striving for civil rights.

That is why we must challenge the rationale of the Patriot Act.

We must ask why should America put aside guarantees of constitutional justice?

How can we justify in effect cancelling the First Amendment and the right of free speech, the right to peaceably assemble?

How can we justify in effect canceling the Fourth Amendment, probable cause, the prohibitions against unreasonable search and seizure?

How can we justify in effect canceling the Fifth Amendment, nullifying due process, and allowing for indefinite incarceration without a trial?

How can we justify in effect canceling the Sixth Amendment, the right to prompt and public trial?

How can we justify in effect canceling the Eighth Amendment which protects against cruel and unusual punishment?

We cannot justify widespread wiretaps and internet surveillance without judicial supervision, let alone with it. We cannot justify secret searches without a warrant. We cannot justify giving the Attorney General the ability to designate domestic terror groups.

We cannot justify giving the FBI total access to any type of data which may exist in any system anywhere such as medical records and financial records.

We cannot justify giving the CIA the ability to target people in this country for intelligence surveillance. We cannot justify a government which takes from the people our right to privacy and then assumes for its own operations a right to total secrecy.

The Attorney General recently covered up a statue of Lady Justice showing her bosom as if to underscore there is no danger of justice exposing herself at this time, before this administration.

Let us pray that our nation's leaders will not be overcome with fear.

Because today there is great fear in our great Capitol. And this must be understood before we can ask about the shortcomings of Congress in the current environment. The great fear began when we had to evacuate the Capitol on September 11.

It continued when we had to leave the Capitol again when a bomb scare occurred as members were pressing the CIA during a secret briefing.

It continued when we abandoned Washington when anthrax, possibly from a government lab, arrived in the mail. It continued when the Attorney General declared a nationwide terror alert and then the Administration brought the destructive Patriot Bill to the floor of the House.

It continued in the release of the Bin Laden tapes at the same time the President was announcing the withdrawal from the ABM treaty. It remains present in the cordoning off of the Capitol.

It is present in the camouflaged armed national guardsmen who greet members of Congress each day we enter the Capitol campus.

It is present in the labyrinth of concrete barriers through which we must pass each time we go to vote.

The trappings of a state of siege trap us in a state of fear, ill-equipped to deal with the Patriot Games, the Mind Games, the War Games of an unelected President and his unelected Vice President.

Let us pray that our country will stop this war. "To promote the common defence" is one of the formational principles of America.

Our Congress gave the President the ability to respond to the tragedy of September 11.

We licensed a response to those who helped bring the terror of September 11th.

But we the people and our elected representatives must reserve the right to measure the response, to proportion the response, to challenge the response, and to correct the response. Because we did not authorize the invasion of Iraq. We did not authorize the invasion of Iran. We did not authorize the invasion of North Korea. We did not authorize the bombing of civilians in Afghanistan.

We did not authorize permanent detainees in Guantanamo Bay. We did not authorize the withdrawal from the Geneva Convention.

We did not authorize military tribunals suspending due process and habeas corpus.

We did not authorize assassination squads.

We did not authorize the resurrection of COINTELPRO.

We did not authorize the repeal of the Bill of Rights. We did not authorize the revocation of the Constitution. We did not authorize national identity cards.

We did not authorize the eye of Big Brother to peer from cameras throughout our cities.

We did not authorize an eye for an eye.

Nor did we ask that the blood of innocent people, who perished on September 11, be avenged with the blood of innocent villagers in Afghanistan. We did not authorize the administration to wage war anytime, anywhere, anyhow it pleases. We did not authorize war without end.

We did not authorize a permanent war economy. Yet we are upon the threshold of a permanent war economy. The President has requested a $45.6 billion increase in military spending. All defence - related programs will cost close to $400 billion.

Consider that the Department of Defense has never passed an independent audit.

Consider that the Inspector General has notified Congress that the Pentagon cannot properly account for $1.2 trillion in transactions.

Consider that in recent years the Dept. of Defense could not match $22 billion worth of expenditures to the items it purchased, wrote off, as lost, billions of dollars worth of in-transit inventory and stored nearly $30 billion worth of spare parts it did not need.

Yet the defence budget grows with more money for weapons systems to fight a cold war which ended, weapon systems in search of new enemies to create new wars.

This has nothing to do with fighting terror.

This has everything to do with fueling a military industrial machine with the treasure of our nation, risking the future of our nation, risking democracy itself with the militarization of thought which follows the militarization of the budget.

Let us pray for our children. Our children deserve a world without end.

Not a war without end.

Our children deserve a world free of the terror of hunger, free of the terror of poor health care, free of the terror of homelessness, free of the terror of ignorance, free of the terror of hopelessness, free of the terror of policies which are committed to a world view which is not appropriate for the survival of a free people, not appropriate for the survival of democratic values, not appropriate for the survival of our nation, and not appropriate for the survival of the world.

Let us pray that we have the courage and the will as a people and as a nation to shore ourselves up, to reclaim from the ruins of September 11th our democratic traditions.

Let us declare our love for democracy. Let us declare our intent for peace.

Let us work to make non - violence an organizing principle in our own society.

Let us recommit ourselves to the slow and painstaking work of statecraft, which sees peace, not war as being inevitable.

Let us work for a world where someday war becomes archaic.

That is the vision which the proposal to create a Department of Peace envisions.

Forty-three members of Congress are now cosponsoring the legislation.

Let us work for a world where nuclear disarmament is an imperative. That is why we must begin by insisting on the commitments of the ABM treaty. That is why we must be steadfast for non proliferation.

Let us work for a world where America can lead the day in banning weapons of mass destruction not only from our land and sea and sky but from outer space itself. That is the vision of HR 3616: A universe free of fear. Where we can look up at God's creation in the stars and imagine infinite wisdom, infinite peace, infinite possibilities, not infinite war, because we are taught that the kingdom will come on earth as it is in heaven.

Let us pray that we have the courage to replace the images of death which haunt us, the layers of images of September 11th, faded into images of patriotism, spliced into images of military mobilization, jump-cut into images of our secular celebrations of the World Series, New Year's Eve, the Superbowl, the Olympics, the strobic flashes which touch our deepest fears, let us replace those images with the work of human relations, reaching out to people, helping our own citizens here at home, lifting the plight of the poor everywhere.

That is the America which has the ability to rally the support of the world.

That is the America which stands not in pursuit of an axis of evil, but which is itself at the axis of hope and faith and peace and freedom.

America, America. God shed grace on thee. Crown thy good, America.

Not with weapons of mass destruction.

Not with invocations of an axis of evil.

Not through breaking international treaties.

Not through establishing America as king of a unipolar world. Crown thy good America.

America, America.

Let us pray for our country. Let us love our country.

Let us defend our country not only from the threats without but from the threats within.

Crown thy good, America.

Crown thy good with brotherhood, and sisterhood.

And crown thy good with compassion and restraint and forbearance and a commitment to peace, to democracy, to economic justice here at home and throughout the world.

Alla luce degli eventi che sono avvenuti da quando lo lessi il 17 febbraio 2002, vedrete che molto prima di ogni altro Congressista vidi il pericolo verso il quale fu guidato il nostro Paese, parlai -- veritiero e con forza.

Mi serve il vostro aiuto per continuare a essere la voce del popolo. Le primarie sono il 4 Marzo, mancano quasi 2 settimane.

Il giornale di oggi segnala, ancora una volta, che io sto spendendo molto per ottenere la rielezione.

Non viene detto da dove arriva il denaro del mio avversario: interessi corporativi e meschini contrari alla pace, all'assistenza sanitaria per tutti, ai diritti dei lavoratori. Posso e continuerò a parlare con il vostro appoggio. I lavoratori e le lavoratrici del mio distretto lavorano duro per proteggere questo seggio, che gli appartiene. Stanno facendo il porta a porta in tutti i quartieri di Cleveland.

Proprio ieri, centinaia di cittadini impegnati di tutti i ceti sociali hanno girato tutto il Distretto per ribadire l'importanza di una partecipazione a questo voto per il Congresso: la loro voce continuerà ad essere ascoltata e rappresentata a Washington.

Il seguente discorso fu tenuto il 17 febbraio 2002.

Porgo queste brevi note di oggi come una preghiera per gli USA, con l'amore della democrazia, come una nostra celebrazione.

Con l'amore per il nostro paese. Con la speranza per il nostro paese. Con la convinzione che la luce della libertà non può essere spenta finché è dentro di noi. Con la convinzione che la libertà si afferma in una democrazia se si parla liberamente.

Convinto che la libertà eccita il cuore umano e la paura lo calma. Con la credenza che un popolo libero non può crescere nella fede e nella paura insieme.

Con la convinzione che esiste una verità profonda espressa dall'unità degli Stati Uniti.

Essa implica che l'unione del nostro paese è l'unione di tutto il popolo.

Che tutto il popolo è essenzialmente uno.

Che il mondo è interconnesso non solo al livello materiale dell'economia, del commercio, della comunicazione e del trasporto, ma anche attraverso la coscienza umana, il cuore umano o del mondo, e ogni impulso semplicemente espresso come anelito di essere e di respirare libero. Offro questa preghiera per l'America.

Preghiamo che il nostro Paese ricordi che la realizzazione della democrazia in USA va insieme alla lotta per i diritti civili.

Questo è il motivo per cui dobbiamo sfidare la logica del Patriot Act.

Chiediamoci perché l'America mette da parte le garanzie di giustizia costituzionali?

Come giustifichiamo la cancellazione di fatto del primo emendamento, della libertà di espressione, e di riunirsi pacificamente?

Come si giustifica la cancellazione di fatto del 4° emendamento, della causa probabile, contro l'indagine irragionevole e il sequestro?

Come giustifichiamo l'abrogazione di fatto del 5° emendamento, del giusto processo che comporta la detenzione indefinita senza processo?

Come giustifichiamo l'abrogazione di fatto del 6° emendamento, il diritto al processo pubblico e rapido?

Come giustifichiamo l'abrogazione di fatto dell'ottavo emendamento che protegge contro la pena crudele e non regolata?

Non accettiamo le intercettazioni telefoniche diffuse e la sorveglianza su internet senza controllo giudiziario, solo con esso. Non giustifichiamo le perquisizioni segrete senza un mandato. Non accettiamo che il Ministro della Giustizia indichi i gruppi terroristi nazionali.

Non possiamo accettare che l'FBI abbia l'accesso totale a tutti i dati esistenti in ogni sistema, come i "records" medici e quelli finanziari.

Non accettiamo che la CIA abbia la possibilità di designare la gente di questo paese da sorvegliare in segreto. Noi non giustifichiamo un governo che prende al popolo il suo diritto alla privacy e poi pretende il diritto di totale segretezza per le sue operazioni.

Il Ministro della Giustizia, di recente ha coperto una statua della Giustizia mostrando il suo petto per dire come non vi sia alcun pericolo per la giustizia a in questo momento: prima di questa amministrazione!

Preghiamo che i nostri capi della nazione non siano sopraffatti dalla paura.

Perché oggi c'è una grande paura nel nostro grande Campidoglio. E questo concetto va capito prima di fare domande sulle carenze del Congresso nelle condizioni correnti. La grande paura iniziò quando dovemmo evacuare il Campidoglio l'11 settembre.

Continuò quando lasciammo ancora il Campidoglio perché si verificò un panico da bomba mentre i membri incalzavano la CIA durante un "briefing" segreto.

Continuò quando abbandonammo Washington perché dell'antrace, forse da un laboratorio governativo, arrivò per posta. Continuò quando il Ministro della Giustizia dichiarò un allarme terrorismo a livello nazionale e poi l'Amministrazione propose il distruttivo Patriot Bill ai rappresentanti.

Continuò con la diffusione dei nastri di Bin Laden mentre il Presidente annunciò il ritiro dal trattato ABM.

Resta presente nella zona riservata del Campidoglio.

Ogni giorno essa è presente nei soldati armati e mimetizzati che salutano i congressisti quando entrano in Campidoglio.

Essa è presente nel labirinto di ostacoli concreti per i quali dobbiamo passare ogni volta che andiamo a votare.

Le patacche di uno stato d'assedio ci intrappolano in uno stato di paura, non adatto per affrontare i giochi patriottici, quelli mentali o di guerra di un Presidente e del suo Vice non eletti.

Preghiamo che il nostro paese fermi questa guerra. "Promuovere la difesa comune" è uno dei principi formativi dell'America.

Il Congresso dette al Presidente il potere di rispondere alla tragedia dell'11 settembre.

Autorizzammo una risposta contro coloro che scatenarono il terrore dell'11 settembre.

Ma noi, il popolo e i nostri rappresentanti eletti dobbiamo riservarci il diritto di misurare la risposta, di proporzionarla, di sfidarla e di correggerla. Perché non autorizzammo l'invasione dell'Iraq. Non autorizzammo l'invasione dell'Iran. Non autorizzammo l'invasione della Corea del Nord. Non autorizzammo il bombardamento di civili in Afganistan.

Non autorizzammo le detenzioni permanenti a Guantanamo Bay. Non autorizzammo il ritiro dalla Convenzione di Ginevra.

Non autorizzammo tribunali militari che sospendono giusto processo e habeas corpus.

Non autorizzammo i gruppi per l'assassinio.

Non autorizzammo la risurrezione di COINTELPRO.

Non autorizzammo l'abrogazione del Bill of Rights. Non autorizzammo la revoca della Costituzione. Non autorizzammo le carte d'identità nazionali.

Non autorizzammo l'occhio del Grande Fratello a sbirciare con le telecamere nelle nostre città.

Non autorizzammo l'occhio per occhio.

Né chiedemmo che il sangue di persone innocenti, che perirono l'11 settembre, fosse vendicato con il sangue di afgani innocenti. Non autorizzammo l'amministrazione a fare la guerra, sempre, ovunque e come le piace. Non autorizzammo la guerra senza fine.

Non autorizzammo un'economia di guerra permanente. Eppure, siamo alla soglia di un'economia di guerra permanente. Il Presidente ha chiesto $ 45,6 miliardi di aumento delle spese militari. I programmi della difesa costeranno quasi $ 400 miliardi.

Si consideri che il Ministero della difesa non ha mai passato una revisione indipendente.

Si consideri che l'Ispettore Generale informò il Congresso che il Pentagono non può rendere conto di come ha speso $ 1,2 trilioni.

Si consideri che il debito del della Difesa potrebbe non misurare $ 22 miliardi spesi per oggetti che acquistò e registrò come perdite e le giacenze di pezzi di ricambio non necessarie in - transito e immagazzinate per circa $ 30 miliardi di valore.

Eppure, il bilancio della difesa cresce con più soldi per i sistemi d'arma per combattere una guerra fredda che è finita, questi sistemi ricercano nuovi nemici per le nuove guerre.

La guerra al terrorismo non c'entra.

Questo riguarda tutto ciò che alimenta la macchina militare industriale con il tesoro della nostra nazione, rischiando il nostro futuro e la democrazia stessa con la militarizzazione del pensiero che segue quella del bilancio.

Preghiamo per i nostri figli. I nostri bambini meritano un mondo senza fine.

Non una guerra senza fine.

I nostri bambini meritano un mondo libero dal terrore della fame, dall'assistenza sanitaria scarsa, dei senzatetto, dall'ignoranza, dalla disperazione, dalla politiche del terrorismo che hanno a che fare con una visione del mondo che non è appropriata per la sopravvivenza di un popolo libero, èer la sopravvivenza dei valori democratici, non è appropriata per la sopravvivenza della nostra nazione né per la sopravvivenza del mondo.

Preghiamo di avere il coraggio e la volontà di un popolo e di una nazione per puntellarci e per recuperare dalle macerie dell'11 settembre le nostre tradizioni democratiche.

Dichiariamo il nostro amore per la democrazia e per la pace.

Lavoriamo per fare della non - violenza un principio organizzativo della nostra società.

Impegniamoci per il lento e paziente lavoro del buon governo che ritiene la pace, non la guerra come inevitabile.

Lavoriamo per un mondo dove un giorno la guerra diventi arcaico.

Questa è la visione che immagina la proposta di creare un Ministero della Pace.

43 membri del Congresso promuovono adesso questa riforma.

Lavorare per un mondo in cui il disarmo nucleare sia un imperativo. Questo è il motivo per cui dobbiamo insistere sugli impegni del trattato ABM. Ecco perché dobbiamo essere per la non proliferazione.

Lavoriamo per un mondo dove un giorno l'America vieti le armi di distruzione di massa non solo dalla nostra terra, dal mare e dal cielo, ma anche dallo spazio. Questa è la visione di HR 3616: Un universo privo di paura. Dove possiamo guardare la creazione di Dio nelle stelle ed immaginare la saggezza, la pace e le possibilità infinite, non la guerra infinita perché sappiamo che il regno sarà sulla terra come in cielo.

Preghiamo di avere il coraggio di cambiare le immagini di morte che vediamo (strati di immagini dell'11 settembre) nel patriottismo sbiadito unito alle mobilitazioni militari, in salti - tagli di immagini delle celebrazioni secolari delle World Series, del New Year's Eve, del Superbowl, delle Olimpiadi, i bagliori di luce che toccano le paure più profonde, sostituiamo quelle immagini con il lavoro umano per unire le persone, aiutare i nostri cittadini qui a casa per migliorare la situazione dei poveri del mondo.

Questa è l'America che ha la capacità di mobilitare il sostegno del mondo.

Questa è l'America che non si regge sulla caccia all' asse del male, ma fa parte dell'asse di speranza, di fede, di pace e di libertà.

America, America. Dio diffonda la grazia su di te. Corona il tuo bene, America.

Non con le armi di distruzione di massa.

Non con le invocazioni di un asse del male.

Non rompendo i trattati internazionali.

Non facendo dell'America il re di un mondo unipolare. Corona la tua buona America.

America, America.

Preghiamo per il nostro paese. Amiamo il nostro paese.

Difendiamo il nostro paese non solo dalle minacce esterne ma anche da quelle interne.

Corona il tuo bene, America.

Corona il tuo bene con la fratellanza e la sorellanza.

E corona il tuo bene con la compassione, la moderazione, la tolleranza e un impegno per la pace, la democrazia, la giustizia economica qui, a casa e in tutto il mondo.

Corona il tuo bene, America. Corona la tua buona America. Corona il tuo bene.
