Competition Rules for the Zhengzhou China 
International Shaolin Wushu Festival

 

      1>Directing Units.

    China Wushu Association  //   Henan Province Sports Bureau

2>Undertaking Unit.

    The People's Government of Zhengzhou City in Henan Province, P.R. of China

3>Date and Place

    The Wushu Competition and exhibition will be held in Zhengzhou City,  Henan

    Province, P. R. China from September 20st to 24th, 2004.

4>Units to enter the Festival

    Martial arts delegations and organizations of every country or area can send their

    teams to participate.

5>Competition Events

           (1) Routine Events( for both men and women)

                a.  Shaolin Routine Competitions (totally 3 events):

                     Boxing, short-apparatus and Long-apparatus.

                b.  International Routine Competitions

                     Changquan, Nanquan, Taijiquan, Broadsword, Sword, Spear, and Cudgel.

            (2) Sanda Competitions(age limited from 18 to 35)

                 a. Men Group

                   -52 kg   -56kg    -60kg     -65kg    -70kg    -75kg    -80kg    -85kg    

                   -90kg  + 90kg up

                  b. Women Group

                     -52 kg   -56kg   +56kg up

      6>Exhibition Events

          (1) Any boxing or apparatus routine which is helpful to the body and accords with 

      science other than those competition events listed above.

          (2) Set sparring: with the limit of three athletes, men and women can be arranged in

      one group.

          (3) Collective Events: the number of  athletes should be more than 4, with no limit

      to sex, can be accompanied by music.

      7>Participation Methods:

          (1) Each Wushu delegation or organisation can enroll  one delegation leader, one

      group leader, two or three coaches, one doctor. The number of  the overseas

      working  staff and athletes to participate in routine competitions and exhibitions will not be limited.

          (2) Each athlete to participate in routine competitions and exhibitions can not enter more than 3 events.

          (3) Each athlete to participate in Sanda Competition can only enroll one athlete in one category.

       8> Competition Methods

     (1)  Routine Competitions and Sanda Competitions are only for individuals.

     (2)  Rules for International Wushu Routine Competitions will be taken as the  

reference for routine competitions or exhibitions .  In case of disagreement in 

interpretation of  Rules, the only correct explanation will be as per the Chinese version of  the Rules.  If there aer  some special requirements for traditional routine exhibition in time or content, please explain them clearly in entry form.

     (3) Sanda competition will adopt Rules for International Martial Arts Sanda 

Competition.  The system of best of tree games will be adopted ( win 2 sets in a row), 

each game for 2 minutes , one minutes for rest at the interval. 

9> Placing and Awards

    (1) Competition Events:

         a. The first six places for routine competitions (both for men and women's events) will be awarded. If the number of the athletes is not more than 7 (including 7) 

for each competition group, one place will be cancelled according to the number.

         b. The first six places for Sanda competitions in each category will be awarded. 

If the number of the athletes is  not more than 7 (including 7) for each competition 

group, one place will be cancelled according to the number.

         c. Those who win the first three places will be awarded gold medals, silver 

medals, bronze medals, certificate of award and prizes. Those who win the forth to 

sixth places will be awarded certificate of award and prizes, athletes who fail to enter 

the first six places will also be awarded respectively.

     (2)   Exhibition Events

           a. The first place (one--fifth) and the second place (two--fifth) will be awarded 

according to different sex proportion and events.  The first place and the second place 

will be awarded for 3 to 4 athletes .  Exhibition prize will be set when there are only 

one or two performers. Winners will be awarded certificates, or prizes respectively.

           b. In set sparring events: places will be awarded together in boxing and 

apparatus.

           c. In collective events: places will be awarded together in boxing and 

apparatus.

10> Entry and check-in

      (1) Each delegation should fill in the entry forms (enclosed ) and mail them  not 

later than June, 30, 2004 to the Competition Committee or to your partner in China.

      (2)  All the participating delegations or teams are kindly requested to check in on 

August 30 or 31th , 2004 in The Organizing Committee of the Seventh Zhengzhou 

China International Shaolin Wushu Festival.

      (3) Expense

        At the time of checking-in and registration, each member of the delegation will 

have to pay 50 USD per day for board and lodging, 40 USD as the registration fee. 

The visiting and sightseeing arranged by the Organizing Committee of the Festival will 

be free of charge.  Traveling expenses and other fees should be paod by one¨s own.

11> Judges and the Jury

       The method  to select members of the Jury and Judges will be informed  in other 

way.

12> Other items

    (1) Costumes, apparatuses for competitions, Sanda protective things for pratice 

should be provided by participants themselves. Protective things for Sanda 

Competitions will be provided by the committee. 

     (2) Those athletes who will attend Sanda Competitions should hand in their 

passorts or duplicating copy of their  identity cards,  identification papers of their 

physical examinations(being valid for 15 days before the competitions , the detailed 

contents are the following: electroencephalogram, blood pressure, pulse, the 

identification paper of physical examination proved by county hospital or hospital of 

higher grade) and should show their accident insurance identification papers.

     (3)  Please fill out the Entry Form as required clearly with names of the athletes'

competition events and exhibition events.

  Any person, groups or organizations form other countries or regions can take part in the contests and performances.

V
Contest events
 IEvents of Competition
      1)Individual events:
      The state-prescribed Routines of Four Styles of Tai jiquan (Chen style , Yang style , wu2 style ), Routines of  Wu3 Styles of Taijiquan and Routines of Taijiquan and Routines of Taijiquan for Contests(42 patterns)                  (5-6minrtes for all the above) and The Simplified Taijiquan (24 patterns ) ( 4-5 minutes ),Routines of Taiji   Sword Contest(42 patterns) (3-4 minutes )
      2)Team  events:
      Each team can be composed of 4-8 athletes (men or women). Either Taijiquan or Taiji Weapons of the performance (the tape is self - provided ).Time:4-5minutes.

 IIPerformance
 1)Different routines of Taijiquan which are beyond the state description, such as Chen style,Yang style ,Wu2 style ,Sun style , Wu3 style and other traditional styles (4-5 minutes ).
 2)Athletes can choose a single sword or a broad sword from short Taiji apparatuses a cudgel, a spear or a long -handled sword. The athletes have 3-4 minutes for the single sword performance, and the  time for the performances using other apparatus cann't  be less than a minute .
   III
Taiji Push Hands Arena Contest 
 1)Three classes for female athletes:
 Below 55 kilograms class (including  55kilograms )
 60 kilograms class (55-60kilograms )
 Over 60 kilograms 
 2)Eight classes for male athletes:
 Below 52 kilograms class (including 52 kilograms )
 56 kilograms class (52-56 kilograms)
 60 kilograms class (56-60 kilograms)
 65 kilograms class (60-65 kilograms)
 70 kilograms class (65-70 kilograms)
 75 kilograms class (70-75 kilograms)
 80 kilograms class (75-80 kilograms)
 Over 80 kilograms class

How to participate in the contest
 1Each team may have have a team leader, a coach ,a doctor and there is no limit to the member of the athletes (whether men or women).
 2An athlete who intends to participate in the contests and the performances can enter for 3 events at most ,and among the three events one can enter for two Taijiquan contests at most.  The events for the performance and the contest should not be the same. In the performances, no one is allowed to repeat the same the same style of Taijiquan or to perform with the same Taiji apparatus. Those who choose Taiji apparatuses must enter for Taijiquan. Each team can participate in only one team event.
 3In the push hands competition, only one athlete from each team is allowed to enter for each class. And one athlete can only enter for one class. The athletes for push hands must enter for Taijiquan contests or enter for the Taijiquan test.
 4After registration,  each athlete who is to participate in push hands contests must hand in his or her life insurance proof and health proof offered by hospitals of county class, including electro-encephalogram, electro-cardiogram, pulse and blood pressure. This proof  holds good within 15 days before the contest, and the doctors at the conference will give the athletes a random check .No one is allowed to enter for the contest without sufficient proofs above.
 5Age groups
 1)The contests of Taijiquan and Taiji sword;
 Group A: Born after January 1,1985
 Group A: Born before December 31,1984
 2)Push hands arena contests;
 Age 16-25,Age 26-35,Age 36-50
 There are no age groups for Taijiquan and Taiji apparatuses performances.

VIL. How to contest
 1There are two kinds of contests: individual events and team events . 
 2The contests and performances of Taijiquan and Taiji sword are to  be judged respectively according to the following books: The Contest Regulations for Taijiquan and Taiji Sword 1993 and The Contest Regulations for Wu3 Style Taijiquan and Taiji Sword 1996,authorized by the former State Sport Commission .
 3In the contests of push hands, the single round robin is adopted if the contestants are less than three( including  3); the elimination game is adopted if the contestants are more than three
 4The contests of push hands are to be judged according to the newly constituted Regulations for Push Hands Contests (see the attachment) ,which is a tryout and only applicable to this annual conference.
 5If the athletes abstain from the game without reason, he or she shall be disqualified and all the scores he has achieved will be cancelled. 

VIII. Places and Awards
 1The first eight contestants will be awarded in the Taijiquan and Taiji sword contests, and men contestants and women contestants will be awarded respectively. The first eight teams will be awarded in the team contests .If the number of contestants or teams is less than 9,one fewer contestants or teams will be awarded. If there is only one contestant or team, the contestant or team shall not be awarded.2/5 of the contestants or teams who have not entered the first eight shall be awarded for their excellent performance and all the others shall be awarded certificates .
 22/5 of the contestants or teams who participate the performance events shall be awarded for their excellent performances and all the others shall be awarded certificates.
 3The first eight men athletes and women athletes will be awarded  respectively according to the age groups in the contests of push hands. If the number of contestants is less than 9, the last will not be awarded. If there is only one contestant or team, the contestant or team shall not be awarded. Those have not entered the first eight places shall be awarded certificates.

IX. Referees and Arbitration Committee
 1The designation of referees will be appointed later.
 2The organization and responsibility of the arbitration committee will be decided according to the Regulations for Arbitration Commission. 

X. Registration 
 1Before July 1,each person, group or team shall send the following to the contest department of the Second International Taijiquan Annual Conference 2000 Jiaozuo, China :
 aTwo copies of registration form;
 bEntry fee and contest fee; 
   cTwo photos (as used for passports) of each contestant with names on the back; 
 dA copy of each contestant's passport as age proof via Fax:  0086 371 5653362

2Each team should check in at Shanyang Hotel on August 26,2002 and representatives should be sent to the Contest Department to transact the necessary procedures.
 3To keep the preciseness of the arrangement of the contests,applications for any necessary alteration must be made three days before the contests The charge for each alteration is $ 10 if the application is permitted .

XI. Budget
 
  Foreign guests will be charged by US dollars.
 1Entry fee:$ 50 for each person;
 2Each contestant is charged $ 15 for one contest or performance.

XII. Additional information shall be provided by the hosting organization.

IPrinciples of Competition
 1The following principles should be carried out : "Lure the opponent's advance into emptiness; harmonize with him, then issue power. Adhere, join, stick to and follow the opponent, without letting go or  resisting. "One should never use stiff, forceful energy to attack."
  2 The contestant should adopt the principles of "Peng "(Ward off ),"Lu" (Rollback), "Ji" (Push), "Cai" (Pull down), "Lie" (Split), "Zhou" (Elbow) , "Kao" (Shoulder stroke) to make his opponent lose his balance and therefore fall down or be knocked off the platform. 
 3One can use his palms to make a sudden attack.
 
II.  Action
 1Starting: Opponents face each other and each places the right foot on the center  mark.  hen prepared to begin they make contact with the back of the right wrist. In the second round, opponents each places the left on the center mark and they make contact with the back of the left wrist. The referee gives the command to begin, at which the competitors are required to perform a minimum of two full revolutions (firs anti -clockwise and then clockwise) before initiating any techniques
 2Target areas: Attacks may be made within restricted areas of the body: from below the base of the neck to above the coccyx or bladder area and the arms.
 3Competitors may use foot techniques beneath the opponent's nklebone.

III. Points
 
 The contestant who knocks the opponent down using hand or foot techniques shall be awarded 5 points. The contestant, who attacks with hand or foot techniques, thus forcing the opponent to fall and rise immediately, shall be awarded 3 points. The contestant who knocks the opponent off the platform or out of the playing field using obvious hand or foot techniques shall be awarded 5 points. The contestant who pushes the opponent off the platform or out of the playing field shall be awarded 1 point. No points shall be awarded to either contestant if they both fall down simultaneously. If the contestants fall one after the other, the one who falls after the opponent shall be awarded 1 point.

IV
Principles of Penalty 
 1Personal Violations:
 1) Using stiff, forceful energy to attack
 2)Putting both hands beyond the sides of the opponent 
 3)Purposely causing the opponent to foul 
 4)Grabbing the opponent or grabbing the opponent's clothes
 5)Attacking before the referee starts the round with verbal or hand signals, or attacking after the referee stops the round with verbal or hand signals 
 6)Attacking before completing the two full revolutions
 7)Receiving coaching during the round 
 A warning is issued for coach Personal Violation and every time the contestant is warned the opponent shall be awarded 0. 5 point. If the  contestant is warned six times, the opponent wins.
 2Serious Personal Violations:
 1)Striking ,hitting, punching, using head to attack, CHIN NA catching and grappling), pulling hair or beard, elbowing, attacking pressure points, attacking groin area or gripping the the roat, etc
 2)Attacking any part of body excluded in the Target Area
 3)Being rude to the referee or not following instructions of the referee
 A serious warning is issued for each Serious Personal Violation and every time the contestant is seriously warned the opponent shall be  awarded 1 point. If the contestant is seriously warned three times, the opponent wins.
 3A competitor may be disqualified for one of the following serious Violations
 1)Reviling scornfully, laying siege to or humiliating referees on illed 
 2)Intentionally attacking the opponent's parts of body that are strictly forbidden to be attacked.

V.
 Criteria of Valuation
 1The contestant shall win if he or she has 20 points more than the opponent in a bout.
 2The contestant shall win if he or she is injured to the opponent's foul and therefore can not continue to contest.
 3If one contestant is injured and can not continue to contest, the opponent shall win.
 4If one contestant or the coach abstains from the contest, the opponent shall win
 5At the end of the contest, the contestant who gets more points shall win.
 6If the points they get are the same, the one who gets higher scores in the test of Taijiquan shall win.
 7If the points are still the same, the one whose weight is less shall win.
 8If still the same, the one who gets fewer warnings and/or serious warning shall win. 
 9If still the same, more rounds shall be added until one wins.

VI
Other requirements of push hands contests shall be satisfied according to the regulations of Taijiquan, stipulated by State Sport General Administration.
