The Italian High Speed Rail Project

The High Speed Railway Project in Italy is based on two main corridors: the East-West one, which links Turin and Venice via Milan, and the North-South one, which links Milan and Naples via Bologna and Florence (the Florence-Rome section already exists and needs only to be updated). The Milan-Genoa line will integrate the H-S scheme. The Italian H-S Raiway Project is the first actual example of Project Financing in Italy and the main actors are shown in the next scheme:
TAV is a financial institution which has the concession from the Railways Authority for the detailed Design, Construction and Operation of the new H-S Railway. The TAV Stockholders are private (60%) and public (40%) institutions 

 General Contractors are Consortia of civil works and electro-mechanical companies, leaded by ENI, IRI and FIAT; the Consortia are responsible, on a turnkey contract basis, of the detailed design and construction of the several sections in which the line is divided. 

ITALFERR is an engineering company, owned by the Railways Authority, which developed the basic design and now acts as the "Owner's Engineer", reviewing the detailed design implemented by the General Contractors and supervisioning the construction.
