From the FIG bulletin N°180, from the part about the technical aspect of Osaka World Championships 1999:

"The technical level of the gymnasts, who participated in the Championship, was excellent, and all the federations have shown real improvement. There were at least 30 gymnasts and 14 groups which should have been qualified for the Olympics. The selection process was very difficult and quite 'cruel'."
