MARCH 02, 2007 -- New York -- A proposal from Clipper Equities LLC, led by investor David Bistricer, to purchase Starrett City for $1.3 billion has been rejected by the U.S. Department of Housing and Urban Development (HUD). Bistricer currently owns 71 separate buildings and has 8,792 outstanding violations.
