TomTom allow a 2nd activation within 6 months, so if that hasn't already been used you should be OK. You can obtian this yourself during activation, by going to www.ttcode.com and entering the product code/device code details,

Tomtom Map Activation Key
Run Tomtom in phone and click 'manual' when prompted to activate map. Enter the device code (without spaces) from your phone and hit return. This gives you the unique activation code. So then on tomtom select activate and enter the code

I got the tomtom through today. Well, when I say that I mean I received a 1gb SD card and a piece of paper with an activation code and telling me to go to www.ttcode.com. I checked out the code and it is an active code for TomTom Map

He may be aware of this, and is stringing you along. As Trumpton says, just go to ttcode.com and select English Activation then enter the product code. THe next page will tell you if the product has had an activation- if not, you are OK

Just an update on this TT finally did get me a code for the device, unfortunately I am about to upgrade the device and will have to go through all of this again
