THE VEZİRHAN-İNÖNÜ SECTION WILL BE CAUSED TO BE REHABILITATED WITHIN THE SCOPE OF 2ND PHASE OF THE ANKARA-ISTANBUL RAILWAY LINE REHABILITATION PROJECT.

Particulars of the construction work subject to prequalification:

 

a) Name

:

Construction works between Vezirhan and İnönü (Section 2) within the scope of the Ankara-İstanbul Railway Line Rehabilitation Project

 

b) Feature, Type and Quantity

:

Infrastructure, superstructure, electrification, signaling and telecommunication works of the railway line with length of approximately 54 km.

 

c) Place of Work

:

Between Vezirhan and İnönü stations

 

d) Work Commencement Date

:

The work will be commenced having the site been handed over within 10 (ten) days following the date of notification of conclusion of contract and availability of credit facility.

 

e) Duration of Work

:

730 (seven hundred and thirty) calendar days as of the date of site hand over.

a) Conditions for participation in tender and documents required:

·             Address declaration for notification with further telephone and fax numbers as well as e-mail address for contact;

·             Certificate of Chamber of Commerce and/or Industry registered with, as required by the relevant legislation;

·             Signature Declaration or Signatory Circular evidencing authorization for submission of bid;

·             Written letter of commitment regarding not being in the state attributable to the cases described in paragraphs (a), (b), (c), (d), (e), (g) and (i) of article 10 of the Law no. 4734;

·             Letter of application, the form and content of which are stated in the Prequalification Specification;

·             Consortium declaration, the form and content of which are stated in the Prequalification Specification, in the case the prospective bidder is a consortium;

·             The prospective bidders will include to their bids as bid annex the list of the works they intend to have performed by subcontractors in the construction work to be tendered;

·             Certificate showing that prequalification document has been purchased;

·             Depending on being physical or legal entity, declaration regarding unincorporated companies with partnership association and such capital companies, more than half of the capital of which is owned;

·             In the case the work experience certificate presented by the requestor with legal entity belongs to the partner of such legal entity holding more than half of its shares, letter of commitment stating that the work experience certificate to be presented will not be made available for another legal entity;

·             Information and documents (letter of intent for credit) regarding the credit facility to be provided by the prospective bidders.

 

b) Documents regarding economic and financial capability and the criteria required for such documents:

·             Documents showing that unused cash credit or guarantee letter credit not less than TL 65 trillion is available for the prospective bidders in banks;

·             Balance sheet or equivalent documents of the prospective bidder;

·             Income statement showing the total turnover for the last three years prior to the year, in which tendering has been held, and payment reports showing the works under commitment related with the work to be tendered, as well as the quantity of work completed or similar documents of the candidate:

i.                      Minimum TL 95 trillion for total turnover,

ii.                     Minimum TL 80 trillion for the revenues of works under commitment related with the work to be tendered and completed works.

 

c) Documents related with professional and technical competence and the criteria required for such documents:

·          Documents showing work experience of the prospective bidder in the minimum amount of TL 325 trillion,

·          List of Technical Key Personnel.

Local and foreign prospective bidders having sufficient experience are invited for prequalification application to submit bid for our above mentioned procurement. The said work will be awarded through tendering among the bidders qualified in conclusion of the prequalification assessment and invited for tendering. The documents required for participation in prequalification assessment have been stated in the prequalification document.

Local prospective bidders will not be entitled price advantage;

Bids should be submitted or delivered to the Material Department of the General Directorate of the Turkish State Railways by 15.00 o’clock on 01/12/2004.

Prequalification document may be seen at the Material Department of the General Directorate of the Turkish State Railways. The prequalification document being obligatory to be purchased by those who would be participating in the prequalification assessment, it can be provided from the address, General Directorate of the Turkish State Railways, Material Department (ground floor), Gar/ANKARA against a fee of TL 500.000.000 including VAT.
