Ambassador Necati Utkan born in Ankara on 17 December 1942, married with two children. Graduated from Ankara University Faculty of Political Sciences/ International Relations in 1965.

Name of his Spouse: Füsun

Speaks French and English.

 

After joining the Ministry of Foreign Affairs he served in the following positions:

1970-1974 2nd Secretary and First Secretary at the Embassy in Paris

1975-1977 Section chief at the Personnel Department at Ministry

 		Counsellor at the Permanent Representation to 
the European Community, Brussels
1980-1981 Permanent Charge d’Affairs at the Embassy in Doha
