Ref: WADA Out-of-Competition Anti-Doping Programme 2002-2003

The IWUF has stipulated the Doping Control Rules, the out-of competition rules must be implemented. As you know, the IWUF signed the Drug Testing Service Agreement with the World Anti-Doping Agency (WADA). As required by WADA, the out-of-competition anti doping controls for the International Wushu Federation will be carried out in co-operation with WADA.
In accordance with the rules and procedures laid down by WADA, the co-ordination of information and the administration for anti-doping controls will be handled through the International Wushu Federation. It is therefore essential and required that each IWUF member federation when requested provides the following information:
1. List of Registered Athletes
The IWUF Executive Committee Extraordinary Meeting was held on September 23 24, 2002 and the resolution was adopted. The Presidents of each continental federations have requested that each National Federation is required to send a list of registered athletes with contact details of all team members to the continental federations. Now, WADA required the IWUF to submit the above information as soon as possible. Please take immediate action in this regard.
2. Training Camp information and Contact person(s) at the National Federation
If you have any training camp, please send to the IWUF Secretariat two (2) weeks in advance the attached form with all necessary details regarding the training camp and a responsible person at each National Federation who may be contacted for any questions in regard to doping controls or training programmes. Any changes to the location or programme should also be communicated. Please note this also includes the team programmes during the competition season.

The New Year is drawing near. We would like to take this opportunity to extend our season¡¯s greetings and sincere gratitude to the IWUF member federations for your efforts and contribution in developing Wushu sport in the past year. Wish all of you a Happy New Year and every success of your undertakings!
1. The IWUF Executive Committee, Technical Committee and Traditional Wushu Committee meetings
On July 19 ¨C 23, 2002, the IWUF Executive Committee, Technical Committee and Traditional Wushu Committee meetings were held in Tokyo Japan. The major issue of the meetings was Wushu to be included in the Olympic Games. The Technical Committee proposed the competition events of the 7th World Wushu Championships and the Executive Committee approved the proposal. The Traditional Wushu Committee decided that the 1st World Traditional Wushu Festival would take place in China in 2004.
2. The 1st Sanshou World Cup
On July 25 ¨C27, 2002, the 1st Sanshou World Cup was held in Shanghai, China. 44 athletes from 16 IWUF member federations competed in the event. Some IWUF Executive and Technical Committee members attended the above event. The China Central Television broadcasted alive all the competitions that drew a large number of spectators.

3. The IWUF Coaches Training Course
On August 6 ¨C 12, 2002, the 2002 IWUF Coaches Training Course was held in Shanghai, China. 82 coaches from 26 wushu organizations in the world participated in the Training Course. The training content was the Second Set Routine, e.g. Changquan, Doashu, Qiangshu, Gunshu and Jianshu, which will be adopted in the 7th World Wushu Championships in 2003. The trainees trained hard and conscientiously. Their technical level has been improved.
4. The ARISF Annual Statutory General Assembly
On August 25, 2002, the ARISF (Association of the IOC Recognized International Sports Federation) Annual Statutory General Assembly was held on in Lausanne, Switzerland. On August 27, 2002, the meeting of the IOC Executive Board and the Summer and Winter International Olympic Sports Federations was also held in Lausanne. Mr. Patrick Van Campenhout, IWUF Treasurer attended the meeting on behalf of the IWUF. Mr. Yan Jianchang, IWUF Secretary General and Mr. Li Jie, President of the Chinese Wushu Association were also in Lausanne during the meeting.
5. IWUF Executive Committee Extraordinary Meeting
On September 23 ¨C24, 2002, the IWUF Executive Committee Extraordinary Meeting was held in Beijing. 11 Executive Committee members attended the meeting. Mr. Li Zhijian, IWUF President presided over the two-day¡¯s meeting. As a special guest, Mr. Tu Mingde, Secretary General of the Chinese Olympic Committee briefed the IOC Executive Board meeting held in Lausanne, Switzerland on August 28 ¨C 29, 2002. The IOC Executive Board made the decision of further studying the request from the International Wushu Federation. Mr. Tu suggested that the IWUF member federations should work very hard to have wushu included in the Olympics. Mr. Yan Jianchang, IWUF Secretary General made a report on the activities and working together with the Beijing Organizing Committee and the Chinese Olympic Committee since last Executive Committee meeting in July in Tokyo. The meeting had heated discussion, and many members put forward many valuable suggestions. Mr. Yuan Weimin, Chinese Sports Minister£¬President of the Chinese Olympic Committee met with the Executive Committee members. The meeting passed the resolution of the Extraordinary Meeting.
6. The 14th Asian Games
The Wushu Competition of the 14th Asian Games was held in Busan, Korea on October 10 - 13, 2002. 23 Wushu Federation of Asia (WFA) member federations participated in the Asian Games. The 24th and 25th WFA Executive Committee meetings and the 9th WFA Congress were held during this time. New WFA official members were elected. 38 athletes from 14 countries and regions have won medals.
Wushu has been a medal sport since 1990 Asian Games.
7. Letters to the IOC
As of November 30, 2002, 20 organizations in the world have written letters to Dr. Jacques Rogge, IOC President, expressing their wishes and support to include wushu into the 2008 Olympic Games. Our appreciation goes to the organizations concerned for their efforts for our wushu movement.
8. 7th World Wushu Championships
On November 2 ¨C 8, 2003 the 7th World Wushu Championships will be held in Macau, China. The IWUF Executive Committee, Technical Committee, Medical Committee and Traditional Wushu Committee meetings will be held during this time. The 7th IWUF Congress will take place then. The Regulation and Program of the Championships will be distributed to the IWUF member federations by the Associacao De Artes Marcials Chinesas De Macau in December, 2002.
9. 36th GAISF Congress & General Assembly
On November 21 ¨C 24 2002, the 36th GAISF Congress & General Assembly was held in Colorado Springs, USA. IWUF Vice President Mr. Raymond Smith, Secretary General Mr. Yan Jianchang and Treasurer Mr. Patrick Van Campenhout attended the meeting.
10. IWUF Continental Activities in 2002
The 1st Afro ¨C Asian Wushu Championships was held in Cairo, Egypt on July 9 ¨C 12, 2002. 9 countries from Africa and Asia attended the Championships. The African Wushu Federation Congress was also held during this time.
The 9th European Wushu Championships was held in Portugal on October 25 ¨C 27, 2002. 24 European Wushu Federation (EWF) member federations participated in the Championships. The EWF Congress was convened and the new official members were elected.
The 4th Pan America Wushu Championship was held in Venezuela on June 27 ¨C 30, 2002. 9 PAWF member federations took part in the Championship.
11. Activities from the IWUF member federations
To mark the 30th anniversary of the founding of the diplomatic relations between China and Japan and 10th anniversary between China with Korea, 3000 Taijiquan practitioners from China, Japan and Korea gathered in Beijing and performed Taijiquan at the Temple of Heaven on August 25 2002. The Taijiquan experts in China also attended the above event. They gave demonstrations on various styles of Taijiquan and tutored the Taijiquan enthusiasts.
The Martial Arts Authority South Africa and Federation Monegasque de Kung Fu Wushu Et Disciplines Associees have submitted application to join in the IWUF.
The new address of the Traditional Wushu Federation of Republic of Armenia is: App. 25, G. Njden, 31/36, Yerevan, Armenia 37526.
After years of efforts, the Confederation of Canadian Wushu Organizations has been granted recognition by the Canadian Olympic Committee.
The Madagascar Wushu Federation has changed its name to the ¡°Wushu Federation Madagascar¡±.
The ¡°Wushu Federation of Mauritius¡± has changed its name to the ¡°Mauritius Wushu Federation¡±. It has obtained official recognition from the Mauritian government.
The new name and address of the Zimbabwe Kung-Fu Association is: Zimbabwe Wushu Association P. O. Box HR 8390, Harare, Zimbabwe.
12. IWUF Major Events in 2003/2004
The 2nd Asian Junior Wushu Championships will be held in Beijing, China on August 29 - 31, 2003.
The European Youth Wushu Championships will be held in Belgium in 2003.
The 5th Pan American Wushu Championships will be held in Washington D.C., USA in June 2004.
The 10th European Wushu Championships will be held in Moscow, Russia in 2004.
The IWUF International Judges Testing Course will be held in Beijing, China on September 1 ¨C 10, 2003. The detailed information will be sent to the IWUF members in early 2003.
IWUF Executive Committee, Technical Committee, Medical Committee, Traditional Wushu Committee meetings and IWUF Congress will take place in Macau, China, in November 2003.
The 1st World Traditional Wushu Festival will take place in China in 2004.
Dates to Note
1£®8th World Wushu Championships
According to the IWUF Constitution, the IWUF member federations wishing to host the 8th World Wushu Championships should submit the application materials before May 1, 2003 (24:00 Beijing Time) to the IWUF Secretariat. Please send the application materials (6 items and one application letter) altogether to the IWUF Secretariat.
The language should be either in Chinese or English. For detailed criteria please refer to the IWUF Constitution 9.5.1.
2. Proposals for the Congress
August 1, 2003 (24:00 Beijing Time) is the deadline for submitting the proposals to the Congress. The proposals should be sent to the IWUF Secretariat prior to this date. The Secretariat shall make those proposals available to all the member federations one month prior to the convening of the Congress.
3. Membership Fee
According to the IWUF Constitution, it is obligatory for members to pay the annual membership fee of US $300.00 before March 31 of each year. Please observe the regulations and pay the dues in time to our Treasurer.
