Tolars is older than the Empire itself, having been built by Stygian explorers countless years ago. Its core was made of round, low buildings made of hardened mud, covered with white plasters and decorated with a few oval blue tiles, according to the Nebrian habit. Very few buildings of this type still remain, but large parts of the ancient wall, covered in blue Nebrian tiles still stand, often used as support for newer buildings.
The rest of this fairly large city is built in the Arvarian style, and the most recent buildings are decorated in the flashy, curvy style that's so common in Zender.
Government: Tolars is ruled by duke Gulhem, which is actually nothing but a puppet of king Alonso of Zender. It is underpopulated and full of mercenaries, which are kept in line by a somewhat excessive use of the gallows.
