EMBASSY OF FINLAND MANILA, PHILIPPINES From Magellan's bible and Pigafetta's diary of 1521, the history of publication
and communication in the islands from the Spanish era to the People's Revolution
...These media are primarily the newspapers, magazines, pamphlets, books, radio, television, film and billboards
For instance, strict government censorship ensured that the news items carried in newspapers and periodicals were typically bland and uncritical in their support for the Spanish presence in the Philippines
The undeveloped state of journalism in the colony meant that contributors to newspapers and periodicals were more essayists than journalists, whose articles were marked by fine expression, a lack of objectivity, and an ignorance of newsworthiness
The nature of the Spanish-dominated media during the 19th century, as well as the restrictions under which they operated, can be illustrated through the case of the first weekly newspaper in the Philippines, Del Superior Govierno ("High Government")
The newspaper, put out by the Office of the Governor General, was meant to keep Spaniards in Manila abreast of events in Spain
The Governor-General who issued the newspaper was Manuel Folgueras
The Spanish Cortes apparently banned the newspaper, presumably for the failure of Folgueras's office in Manila to have the publication's foreign sources vetted by the Spanish government

Free, responsible newspapers are so vital to a democracy that it would be a comfort to imagine them run by people of consummate finesse and taste
Yet the truth is that a newspaper needs aggression, iconoclasm and, above all, a powerful mean streak to be effective in calling government to account.' The Economist Created and edited by
