All IWUF Member Federations,                                              

I am pleased to inform you that the 2003 Beijing International Wushu Judges Examination Course will be held on August 31 – September 9, 2003 in Beijing, China. All the existing international judge certificate holders are eligible to take part in the one-off examination for grading. Besides, each IWUF member federation may also enter a maximum of 10 new candidates (5 for taolu and 5 for sanshou) for examination to become international judges. The detailed information and regulations are enclosed. You can also visit our website at: www. wushu.com.cn.

For your information, the 2^nd Asian Junior Wushu Championships will be held on August 29 – 31, 2003 in Beijing, China and the Final of the Chinese National Wushu Taolu Championships (top 12 of each event) is to be held in Henan Province on September 12 – 15, 2003. Those who wish to observe the above events can contact the Chinese Wushu Association for arrangement.

2003 Beijing International Wushu Judges Examination Course

 To: All IWUF Members                                            

 In order to further promote wushu and to raise the level of the international judges, the Technical Committee was authorized to stipulate the “IWUF Judges Management Policy” in accordance with the “IWUF Constitution”, which will be gradually popularized and implemented.

 With the approval of the IWUF Executive Committee, the 2003 Beijing International Wushu Judges Examination Course will be held in China.

 All the existing international judge certificate holders are eligible to take part in the one-off examination for grading. Each IWUF member federation may also enter a maximum of 10 new candidates (5 for taolu and 5 for sanshou) for examination to become international judges. The details are as follows:

 1.  Date and Place

    The Course will be held on August 31 – September 9, 2003 in Beijing, China.

 2.  Eligibility of Participants

2.1  The existing international judge certificate holders are eligible to participate in the course for grading and they should:

--- Be under 55 years of age (born after January 1 1949).

2.2  The new candidates

Each IWUF member federation may enter a maximum of 10 candidates (5 for taolu and 5 for sanshou) to participate in the course. The candidates should:

--- Be citizens of the countries/regions of the IWUF member federations;

--- Have judging experience at national/ regional level or other important competitions;

--- Have a certain command of Chinese or English required for the Course;

--- Be no more than 45 years old (born after January 1 1959) and be in good health.

 3.  Entry and Registration

3.1   The IWUF member federations should send the entry forms to the Secretariat (together with three (3) passport size photos for each person) prior to July 31, 2003.

3.2   The participants should make registration at the Shichahai Guest House on August 31, 2003. Its address: No. 57 Dianmen West Street, Xicheng District, Beijing.

 4.  Grading Criteria and Certificate

4.1   Existing international judge certificate holders

4.1.1  According to the “Detailed Regulations of Examination” (see attachment), the judges’ grading system will be adopted and the grades will be determined. New International Judge Certificates and Badges will be conferred if they pass the examination.

4.1.2  If any existing international judges do not take part in this grading examination, they will be regarded as giving up the qualification of the international judges. They will be regarded as the first time candidates in the future examinations.

4.2   The new candidates

4.2.1  Those who pass the examination will receive the Grade “C” certificates only for taolu judges and Grade “B” certificates for sanshou judges. The International Judge Certificates of Grading and Badges will be conferred to them.

4.2.2 Those who can not pass the examination can not receive the Certificates. Only the Certificates of Participation will be conferred by the IWUF.

5. Financial Conditions

5.1 Certificate fee is US$ 20 per participant

5.2 US$80 per person per day (double room) or US$100 per person per day (single room) at the Qi Lu Hotel  (details refer to Hotel and Training Venue)

5.3 US$80 per person per day (double room) or US$100 per person per day (single room) at the Shichahai Guest House

5.4 US$70 per person per day (double room) for accompanying person

--- Above-mentioned costs include board, lodging and local transportation (airport – hotel – airport included), lectures, training, examination, venues, equipment, welcome and farewell parties.

6.  Other Matters

The participants should read this notice and the attachment carefully and observe the requirements and rules. The IWUF has the right to reject those who do not abide by the requirements and rules to participate in the examination. The concerned IWUF member federations and the participants shall bear all the consequences and expenses relating to it.

7.      Hotel and Training Venue

All participants will be accommodated at two different hotels for your choice.

Please send your hotel reservation form to the IWUF Secretariat at your

earliest convenience. Due to limited number of rooms of these two hotels, the “first come, first served” policy will be applied.

7.1  The Shichahai Guest House  (什刹海体校内)

The Guest House is located adjacent to the Beihai Park, downtown Beijing and just beside the Beijing Wushu Training Center where the training and lectures will take place. The Guest House will be inaugurated in July 2003. Its address:

Detailed Regulations of 2003 Beijing International Wushu Judges Examination Course

 The IWUF will adopt the grading system of the International Judges through examination starting from 2003. The examinations for upgrading will be held once every 2 years and the certificates will be valid for four years.

According to the “IWUF Judges Management Policy”, three categories of the judges are classified as:

Taolu: Grade “C”, Grade “B” and Grade “A”;

Sanshou: Grade “B” and Grade “A”.

 1.      Criteria:

1.1    For Grade ”A”

--- The judges who have officiated at least twice as assistant head judge at the World Wushu Championships and pass the examination will be graded as Grade “A”;

--- The judges whose total scores are over 95 will be graded as Grade “A”;

1.2    For Grade ”B” and Grade “C”

--- The IWUF Technical Committee will determine Grade ”B” and Grade “C” judges in proportion to their scores;

1.3    The judges who fail in the examination will not be graded.

1.4    The new candidates  

--- The judges who pass the examination will be graded as Grade “C” (Taolu) and Grade “B” (Sanshou);

 2.      Contents of the Examination

Rules for International Wushu Competition (1999); Changquan, Jianshu, Daoshu, Qiangshu, Gunshu, Nanquan, Taijiquan International Competition Routine; 42 forms Taijijian, Nandao and Nangun

2.1    Taolu

2.1.1  Grade “C”

-    Theory: Rules and judging law of Taolu competition.

-  Techniques: Candidates must choose and perform 1 of the 3 bare-hand routines e.g. Changquan, Taijiquan and Nanquan plus 1 weapon routine

-    Practical examination: Analyzing and Judging either live or video performances

2.1.2  Grade “B”

-    Theory: Rules and judging law of Taolu competition

-  Techniques: Candidates must choose and perform 2 of the 3 bare-hand routines e.g. Changquan, Taijiquan and Nanquan plus 1 weapon routine

-              Practical examination: Analyzing and judging either live or video performances

2.1.3  Grade “A”

-    Theory: Basic theories of Wushu (Taolu) and the rules and judging law of Taolu competition

-    Techniques: Candidates must perform Changquan, Taijiquan and Nanquan and 1 Weapon routine

-    Practical examination: Analyzing and judging either live or video performances

2.2  Sanshou

2.2.1       Grade “B”

-    Theory: Rules and judging law of Sanshou competition.

-    Techniques: Perform one bare-hand routine and basic skills plus fight in action

-    Practical examination: Judging either live or video sparring performances

2.2.2       Grade “A”

-    Theory: Basic wushu theory, rules and judging law of Sanshou competition

-    Techniques: Perform one bare-hand routine and basic skills plus fight in action

-   Practical examination: Judging either live or video sparring performances.
