All IWUF Member Federations,
Greetings from the IWUF. Hereby, I would like to inform you the following:

1. The 6th World Wushu Championships and the meetings
The Championships with the attendance of 35 teams was held successfully on October 29 - November  3, 2001 in Armenia. We are very glad to see that many young athletes have shown up and they demonstrated excellent skills at the competition. The top five teams with most medals are: China, Vietnam, Korea, Hong Kong, China and Russia. Minutes of the IWUF meetings are sent to you by mail.

2. Refunding of the deposit for the 6th World Wushu Championships
The IWUF Executive Committee had serious discussions on the refunding of the deposit. The IWUF
and the Organizing Committee decided to jointly refund half of the deposit for those teams who paid the deposit but did not participate in the Championships. For the sake of unity and benefits of IWUF family, unfortunately, those who did not show up for the Championships should bear half of the loss, too.

3. The 7th World Wushu Championships
Because of the September 11th incident, the Singapore National Wushu Federation withdrew their bid for hosting the 7th World Wushu Championships in 2003. The Executive Committee decided that any IWUF Member Federation could have the right to bid for this event. According to the IWUF Constitution (9.5.1), the following criteria should be met. The bidding documents should be received by the IWUF Secretariat no later than January 30, 2002 so that the Executive Committee can make decisions. The Executive Committee also decided that starting from the 7th World Wushu Championships, a contract should be signed between the hosting member federation and the IWUF.

ii. seats for the spectators/spectators' stands
iii. exact location and name of the fields
Transportation:
iv. number of hotels and names
v. accommodation capacity (the hotels designated for contestants have at least 400 rooms0
vi. number of conference rooms
vii. expenses of participants (contestants, officials and judges)
viii. rooming arrangement and expenses
ix. distance from the competition site
City
x. detailed local maps showing the location of competition area, hotels and airports
xi. profile of the city (population, size and characteristics)
Letter of support
xii. support letter from the local governmental bodies or national sports authority or National Olympic Committee
Budget and Financial Resources
xiii. competition budget
xiv. explaining the funding sources, along with letters from supporters
3. Replacement of Secretary General and Treasurer
President Mr. Li Zhijian proposed Mr. Yan Jianchang, IWUF Treasurer as new IWUF Secretary
General replacing Mr. Li Jie and Mr. Patrick Van Campenhout, IWUF Executive member from Belgium as the treasurer replacing Mr. Yan Jianchang. The Executive Committee members unanimously praised Mr. Li Jie for his outstanding contributions to the IWUF.
4. Wushu into the Olympics
At the Executive Committee meeting, members had heated discussions on wushu entering into the
Olympics in 2008 in Beijing. The Technical Committee also put forward proposals on the number and events. This issue is still under discussion and consultation with IOC. The IWUF Technical Committee and the Secretariat are working very hard. I will inform you as soon as the decision is made. One of the main tasks all IWUF member federations are facing is to the get recognition or support from your respective National Olympic Committees as soon as possible.
5. New members
Three new federations are accepted as IWUF members: Cambodian Wu Shu Federation, Federacion Cubana de Arts Marciales and Yemen Wushu Federation. Up to now, the IWUF has 86 members.
6. Membership fee
Many members cleared their fees during the 6th World Wushu Championships. Those who have not paid their fees should pay it immediately to avoid the loss of the membership. The membership fees for 2000 and 2001 should be paid to the Secretariat and fees for 2002 onward should be paid to Mr. Campenhout, the new treasurer. The account number will be informed you shortly.

Season's greetings from the International Wushu Federation!
The following is for your information and attention:

7th World Wushu Championships
The deadline of applying to host the 7th World Wushu Championships is at 24:00 Beijing Time on January 31, 2002. We welcome you to apply for it. As of December 28, 2001, the Chinese Martial Arts Association of Macau and the Egyptian Wushu Federation have put forward the application of holding the 7th World Wushu Championships. The Executive Committee will make the final decision at the beginning of February 2002. The result will be publicized on our website: www.wushu.com.cn.

Doping Control
The International Wushu Federation signed the Drug Testing Service Agreement with WADA (World Anti-Doping Agency) in December 2001. At the signature of this Agreement, IWUF delivered to WADA, a Letter of Authority indicating that WADA is authorized to conduct, on behalf of the IWUF and in accordance with this agreement, unannounced out-of-competition drug testing on your competitors. The competitor is requested to comply with the request of the above-mentioned officers to collect samples. Failure to comply with a request to provide a sample may result in a sanction being imposed by IWUF.

The IWUF member federations are kindly requested to provide updated name lists of your registered athletes to the IWUF as soon as possible.

Application of Wushu to the Olympic Games
In November, IWUF President Mr. Li Zhijian met with IOC President Dr. Jacques Rogge in Guangzhou, China. Our President expressed the wish of having wushu included in the Olympic program. Dr. Rogge wished the IWUF good luck. On December 20, 2001, the IWUF President sent the official application to the IOC. The IWUF proposed eight individual events to the Olympic program, i.e. men?¡¥s events: Changquan, Nanquan, Daoshu, Gunshu; Women?¡¥s events: Changquan, Taijiquan, Qiangshu, Jianshu. The IOC will make the final decision by the end of 2002.

Support and Recognition from NOC
Those federations who have not got recognition from your NOC or national sports authorities are kindly requested to do so. 1. Wushu Recognized by the IOC:
On February 1, 2002, wushu became one of the recognized sports by the IOC Executive Board. This is an important move to further development of our sport.

2. Wushu Into the Olympics
IWUF President Li Zhijian met the IOC President Dr. Jacques Rogge and Mr. Gilbert Felli, IOC Sports Director on November 11, 2001 in Guangzhou, China. President Li Zhijian briefed them on the IWUF and the development of wushu in the world and expressed the wish of having wushu included in the Olympics. IOC President Dr. Rogge wished the IWUF good luck.
On December 20, 2001, the IWUF President sent the official application to the IOC. Eight (8) individual routine events are proposed to the Olympic program, i.e. men's events: Changquan, Nanquan, Daoshu, Gunshu; Women's events: Changquan, Taijiquan, Qiangshu, Jianshu. The IOC acknowledged receipt of the application documents and informed that the IOC would make the final decision by the end of 2002.
During the 6th World Wushu Championships held in Armenia in October 2001, the IWUF Executive Committee and the Technical Committee discussed at large the events to be proposed for the Olympics, qualifying criteria and eligibility of participants.

3. Doping Control
The IWUF signed the Drug Testing Service Agreement with WADA (World Anti-Doping Agency) on December 10 2001. At the signature of this Agreement, IWUF delivered to WADA, a Letter of Authority indicating that WADA is authorized to conduct, on behalf of the IWUF and in accordance with this agreement, unannounced out-of-competition drug testing on competitors from IWUF member federations. The competitors are requested to comply with the above-mentioned officers to collect samples. Failure to comply with a request to provide a sample may result in a sanction being imposed by IWUF.

4. Date and Place of the Next Executive and Technical Committee meetings:
The next IWUF Executive and Technical Committee meetings will be held on July 19-22, Tokyo, Japan. The appreciation goes to the Japan Wushu Taijiquan Federation for its kind hospitality.

5. Date and Place of the 7th World Wushu Championships
Because of the 9.11 terrorist attacks in USA, the IWUF Congress did not have the required quorum to decide the date and place of the 7th World Wushu Championships. The Executive Committee decided that any federation can bid for the Championships within three months, i.e. before January 31, 2002.
As of January 31, 2002, the Associacao De Artes Marcials Chinesas De Macau, the Egyptian Wushu Kongfu Federation, Russian Wushu Federation, Vietnam Wushu Federation and Kungfu Wushu Federation of Yogoslavia submitted the application documents to the IWUF for hosting the 7th World Wushu Championships. The Executive Committee will make the final decision by vote at the end of February 2002. The result will be announced at our website: www.wushu.com.cn in early March.
The Brasilian Wushu Confederacy, Hellenic Wush u-Kungfu Federation, Turkish Judo Kurash Aikido and Wushu Federation and Zimbabwe Kung-Fu Association also had the intention to host the 7th World Wushu Federation. Unfortunately, they fail to submit the application in time. However, we appreciate their efforts for our wushu movement.

6. Date and Place of the 1st IWUF Sanshou World Cup
The 1st IWUF Sanshou World Cup will be held in July 25-27, 2002 in Shanghai, China. The detailed information will be announced duly.

7. Support and Recognition from NOC
Those federations who have not got recognition from your NOC or national sports authorities are kindly requested to do so. Since the decision of having wushu included in the Olympics will be made by voting of IOC members, please contact with the IOC members in your countries to have their supports. This is very important for the future of wushu movement.

8. Shanghai 6th World Grand Wushu Festival
The Shanghai 6th World Grand Wushu Festival will be held on May 1-6, 2002. All the wushu organizations and individuals are welcome to participate in the event.

Re: WADA Out-of-Competition Anti-Doping Programme 2002-2003

The IWUF has stipulated the Doping Control Rules, the out-of competition rules must be implemented. As you know, the IWUF signed the Drug Testing Service Agreement with the World Anti-Doping Agency (WADA). As required by WADA, the out-of-competition anti doping controls for the International Wushu Federation will be carried out in co-operation with WADA.

In accordance with the rules and procedures laid down by WADA, the co-ordination of information and the administration for anti-doping controls will be handled through the International Wushu Federation. It is therefore essential and required that each IWUF member federation when requested provides the following information:

  1. List of Registered Athletes

The IWUF Executive Committee Extraordinary Meeting was held on September 23 24, 2002 and the resolution was adopted. The Presidents of each continental federations have requested that each National Federation is required to send a list of registered athletes with contact details of all team members to the continental federations. Now, WADA required the IWUF to submit the above information as soon as possible. Please take immediate action in this regard.

  1. Training Camp information and Contact person(s) at the National Federation

If you have any training camp, please send to the IWUF Secretariat two (2) weeks in advance the attached form with all necessary details regarding the training camp and a responsible person at each National Federation who may be contacted for any questions in regard to doping controls or training programmes. Any changes to the location or programme should also be communicated. Please note this also includes the team programmes during the competition season.
