1
- ORGANIZATION -
The Flegrei’s
Cup 2004, International Youth Football Tournament, is arranged by
SOSANDRA
ASSOCIATION, from Bacoli (Naples)-Italy, with the
support of the "Insieme per l'infanzia" Association and
"Protezione Civile Falco" Association and Commons of the Phlaegrean Fields
area (Naples), the Region of Campania and will be played in accordance with
applicable sections of F.I.F.A. rules and the Italian Football Federation rules.
It
will be played from April, 7 to
April, 12 2004.

A. Boys born

- LOANS –
ART.
4 -
list of players –
Each team
must submit a list of players (max 20 in classes A-B-C-D and
max 15 in class E) to the organizer committee before their first match in
the tournament.
Afterwards- it’s forbidden to do any change.
All teams must bring a copy of players’ list approved by organizer committee
to the referee before every match. No match can begin before this is done by
both teams. Failure to do so will result in disqualification or a walk over
victory for the opposing team.
In the classes A-B-C-D no team may use more than 18 players in a match.
In the class E only 14 players can be used.

- SUBSTITUTIONS
–
Substitutes
must be indicated on the team roster by an
- X-
A maximum of 7 substitutions is permitted in one given match.
In the classes A-B a substituted player may not return to the field during
that match.
In the classes C-D-E: at the beginning of the second half, it’s compulsory that
all the players sitting on the bench, must enter on field. In the third half
it's permitted to execute "free changes" continuosly.
The OFF-SIDE rule is
not applicable in the class E.

- PATICIPATING TEAMS –
The participating teams to the “Flegrei’s Cup 2004” are: TEAMS 2004

7 -
FORMAT –
Teams are
divided into two groups of 4 where all teams meet in a round robin series.
The first and second placed teams in each group will go to the SEMI-FINALS; the
winners of Semifinals will play the A-FINALS
(1st & 2nd place), the losers
the B-FINALS
(3rd & 4th place).
FOR
THE "B" CATEGORY
As there are 3 groups of 4 teams, the first placed teams of each group and
the best second placed team in all 3 groups will go to the SEMIFINALS; the
winners of Semifinals will play the A-FINALS
(1st & 2nd place), the losers
the B-FINALS
(3rd

- 8 PLACINGS –
The order of
play among the teams in the
qualifying rounds will be decided by the number of the points :
- Award a win with three points -
draw with one point - a loss with
zero points
If two or more teams have the same points, the order will be decided as follow:
1. Results of match between teams with equal points
- 2. Goals difference.
3. Highest number of goals scored - 4.

PENALTY KICKS –
If still a
tie after additional playing periods, it go on to the penalty kicks according to
F.I.F.A. rules. All tie games in the Semifinals and B-finals will be decided by
penalty kicks directly.
It's forbidden execute penalty kicks for the "E" category
ART.

- ADDITIONAL PLAYING PERIODS –
It's forbidden to add playing periods for the "E" category
ART.

TOURNAMENT DISCIPLINE -
The
tournament jury consists of members of Naples’ Youth
& School Football Federation. Protests and penalties matters will be
handed by jury; their decision is final.

13 – REFEREES
The referees are
selected, mainly, by the Italian Football Association. In some games, for the
class C - D and E, the referees selected by the Sosandra Association (coaches or
leaders team).

- SANCTIONS–
For
A-B categories:
any player ordered to leave the field for
bad conduct is automatically barred from the participation in one match unless
the jury decides otherwise.
Any player accumulating nr. 2 warnings is automatically barred from
participation in one match.
For
D-E categories:
any player ordered to leave the field for bad conduct is not automatically
barred from the participation in one match it must be subjected to the jury
decisions.

- PROTESTS
AND PENALTIES -
Any and all
protests must be made in writing by the team manager not later than 30 minutes
after the match is finished. Protest must be delivered to the field’s official.
A protest fee of EURO 50 will be
paid at that time. The fee will be returned if the protest is approved.

- MATCH
DETAILS -
All foreign
players must be able to identify themselves and to certify their age with a
valid passport or other identity papers.
All team shirts must be numbered and numbers must correspond to the numbers on
the team roster. No two players may use the same number in any given match.
All teams must be ready at the field no later than 15 minutes before kick-off.
Any team not appearing at the appointed time and place for a match without a
valid excuse will automatically be declared loser by 2-0
Every team
leader must ensure that players are adequately insured both off and on the field.
The “Flegrei’s Cup” is not
responsible of any injuries, sickness or theft.

- LAWS OF THE GAMES –
The matches will be played under the rules of the Italian Football Federation and of the International Football Associations Board (IFAB) (edition 1996) as far as no other article describes anything else.
