to Water Portal the Water Portal IN FOCUS 12 August: International Youth Day 2006 âTackling poverty togetherâ On 17 December 1999, in its resolution 54/120 I, the General Assembly endorsed the recommendation made by the World Conference of Ministers Responsible for Youth (Lisbon, 8-12 August 1998) that 12 August be declared International Youth Day
These numbers take on significance when you consider the many dimensions of poverty: hunger and malnutrition; lack of access to education and other basic services such as access to a clean water supply; an increase in disease and illness, homelessness or inadequate housing; unsafe environments, and a lack of participation in decision-making and socio-cultural life
For example, a young girl in Sub-Saharan Africa living in extreme poverty cannot attend school because she needs to fetch water for her family
:: NEWS 9 August: International Day of the Worldâs Indigenous People Since the Rio Earth Summit in 1992, environmental and water-related conferences have often highlighted the role of indigenous peoples in their proposals for action â they detain a sophisticated knowledge and practices relating to water, its use and management

More information may be found on the (http://www.epa.gov/beaches) EPA Proposes Water Transfers Rule - EPA is seeking public comments on a proposed rule on water transfers under the NPDES permitting program
The proposed rule would define a water transfer as an activity that conveys waters of the United States to another water of the United States without subjecting the water to intervening industrial, municipal, or commercial use
This exclusion does not apply, though, to pollutants that the water transfer itself may introduce to the water being transferred
More information may be found on the (http://www.epa.gov/npdes/agriculture#water_transfer)
The agencies' rule, being published for public comment, proposes improved science and results-oriented standards to increase the quality and effectiveness of wetlands conservation practices under the Clean Water Act (CWA)

The Structure And Importance Of Water
The science surrounding the structure of water including the hydration of

We often perceive liquid water (H 2 O) to be ordinary as it is transparent, odorless, tasteless and ubiquitous
However, liquid water is the most extraordinary substance
We are about two-thirds water and, without it, we die within a few days
Water is the second most common molecule in the Universe (behind hydrogen, H 2 ) and fundamental to star formation
Life cannot evolve or continue without liquid water, which is why there is so much fuss about finding water on Mars and other planets and moons
Water is the most studied material on Earth but it is remarkable to find that its behavior and function are so poorly understood (or even ignored), not only by people in general, but also by scientists working with it everyday
The size of the water molecule belies the complexity of its actions and its singular capabilities
Water's unique properties and chameleonic nature seem to fit ideally into the requirements for life as can no other molecule
A number of explanations of the complex behavior of liquid water have been published, many quite recently, with several stirring up great controversy

Take a good long look at the water
Now -- can you guess how old it is? The water in your glass may have fallen from the sky as rain just last week, but the water itself has been around pretty much as long as the earth has! When the first fish crawled out of the ocean onto the land, your glass of water was part of that ocean
When the Brontosaurus walked through lakes feeding on plants, your glass of water was part of those lakes
When kings and princesses, knights and squires took a drink from their wells, your glass of water was part of those wells
And you thought your parents were OLD The earth has a limited amount of water
That water keeps going around and around and around and around and ( well, you get the idea ) in what we call the "Water Cycle"
This cycle is made up of a few main parts: evaporation (and transpiration) condensation precipitation collection Evaporation: Evaporation is when the sun heats up water in rivers or lakes or the ocean and turns it into vapor or steam

Since the water cycle is truly a "cycle, " there is no beginning or end
Water can change states among liquid, vapor, and ice at various places in the water cycle, with these processes happening in the blink of an eye and over millions of years
Although the balance of water on Earth remains fairly constant over time, individual water molecules can come and go in a hurry
The water in the apple you ate yesterday may have fallen as rain half-way around the world last year or could have been used 100 million years ago by Mama Dinosaur to give her baby a bath
