Digital Preservation and Records Management Digital Preservation Massive investment is being made in the creation and purchase of digital content and information; they are now central to the work of most educational institutions, and form a significant and growing part of our cultural and intellectual heritage.. Preservation is therefore a more immediate issue for digital than for traditional resources.. Digital resources will not survive or remain accessible by accident: pro-active preservation is needed.. Digital Preservation requires not only the maintenance and disaster recovery procedures needed for securing the media and its contents (often referred to as 'archiving') but also strategies and procedures to maintain its accessibility and authenticity over time.. Preservation of digital resources will be of increasing importance for a wide range of activities and materials within UK FE/HE.. Not all information or content needs to be preserved in perpetuity but digital preservation is needed to maximise the nation's and institutions' investments in digital resources in the medium term, and over the longer term to secure the intellectual and cultural record that increasingly exists only in digital form.

The institutions that have traditionally assumed responsibility for preserving information face technical, organizational, resource, and legal challenges in taking on the preservation of digital holdings.. The primary purpose was to assess where guidance, education and training, storage, and digital preservation services are required, in order to develop the kind of training, mechanisms for resource sharing, and services that meet members' needs.. Only half of the institutions with digital preservation responsibilities have policies that govern acquisition, conversion, storage, refreshing, and/or migration of digital materials.. Most institutions that do refresh or migrate digital materials carry out these activities ad hoc or in conjunction with system upgrades, rather than as an integral part of a digital preservation program.

Useful work has been published by the US Commission on Preservation and Access (CPA), including an important report by a Task Force on the Archiving of Digital Information (TFADI) jointly commissioned with the Research Libraries Group .. Libraries have traditionally understood at least one of their roles as the preservation of information for future use.. This implies a commitment, by national libraries at least, to the long-term preservation of digital publications.

As the name "Open Archives Initiative" implies, online repositories are often referred to as "archives" but this loose use of the term "archive" does not necessarily imply a curation or long-term preservation function.. The question is: should e-print archives perform a truly archival function by preserving their contents for the long term? The question of preservation One way of addressing this question is to consider the arguments of a leading advocate of e-prints, Stevan Harnad.. Harnad's views on digital preservation of e-prints have been expressed in a number of publications and e-mail discussion lists .. If this is the case, Harnad argues, preservation should not be a priority.. Putting an emphasis on preservation may detract from or slow down efforts to fill repositories.. This might be the case if repository managers delay making repositories available until there are watertight preservation policies in place, or if they put additional barriers in the way of authors before they can submit papers (such as insisting on particular file formats or metadata standards).
