DIGITAL OBJECT IDENTIFIERS: Promise and Problems for Scholarly Publishing by and It is no secret that the Internet is in a state of impending chaos.. Not only are items difficult to find but, once found, they often disappear without notice, producing the dreaded "404 The requested URL was not found" or "HTTP/1.0 404 Object Not Found" error messages.. In other cases, the URL can still be found, but the object sought is no longer there.. From the start, the committee recognized that many of the problems with the Internet were due to the function of the URL, which was never meant to be an identifier but only to designate the location of objects.. To overcome that difficulty, the group's first and primary task to date has been to design and begin the implementation of a system based on a persistent identifier that would be assigned to an object when it was created, or even before that, and stay with that object throughout its life.. The two parts of the prefix are followed by a slash; everything after the slash is the suffix, a unique character string created by the publisher that defines the specific digital object.

The functional specifications for this system are still a good indicator of the gap between existing digital object management systems in the marketplace and the level of workflow support required for the digitisation of documentary heritage materials as an operational task.. In particular, it is interested in aligning the information model and backend processes required to manage the digital objects under its care regardless of format, while continuing to support separate workflow systems for their creation and/or acquisition and ingest.

One of the systems discussed is the Digital Object Identifier (DOI) being developed by the publishing industry.. What is the scope of the identifier system--what kinds of objects can be identified with it? Who is permitted to assign identifiers, and how are these organizations identified, registered, and validated? The DOI concept came out of a committee of the Association of American Publishers (AAP).. With electronic information, the range of formats and object types is changing so rapidly that is hard to imagine fully-semantic identifiers except for very restricted classes of object.. They want DOIs to be unchanged when an object is transferred to another publisher, or a journal changes title.. My expectation is that many publishers will incorporate the DOI into each digital object as metadata, in the same manner that they print the ISBN in a book.
