The Information and Communications Technology literacy assessment, which will be introduced at about two dozen colleges and universities later this month, is intended to measure students' ability to manage exercises like sorting e-mail messages or manipulating tables and charts, and to assess how well they organize and interpret information from many sources and in myriad forms.. Still, just what is meant by "information" or even "technological" literacy remains a hotly debated topic in academic circles, and there is no widespread agreement on whether such skills can be taught, much less measured in a test.. "Now it is all part of one giant continuum, and often the student is the sole arbiter of what is good information, what is bad information and what all the shades are in between." But not everyone agrees that measuring information literacy can be done, even with a standardized test.

In the conclusion she wrote, "Exchanging e-mail with young students enabled the university students to not only obtain firsthand experience with real student writing, but to also experience a way to use a common form of technology for a meaningful literacy activity in the classroom." Alas, she wrote earlier, "Our main stumbling block was that students are not allowed to have access to their own e-mail addresses in the public schools." What a shame.
Comparison of Digital Literacy Development
. These powers are the central goal of literacy development.. Clearly, as the mode of communication shifts and advances within a society, so too must the nature of literacy and, therefore, the instruction of literacy skills shift and advance.. Our time is immersed in an age of rapid digital progressions and with these new technologies, comes the need to examine the nature of literacy development in childhood and adolescence and adjustments and modifications that must be made to encourage and refine the current methods of communication education so that students have the ability to effectively converse in our world.. As intimated in the introduction, the development of a thoughtful individual with effective literacy skills is dichotomous, containing interacting but separate entities.. With these theories in mind, it is clear that the nature of the literacy development activities both at home and later at school impact not only the skills that develop but also the very nature of the student's thought.

Abstract This paper presents survey measures of Web-oriented digital literacy to serve as proxies for observed skill measures, which are much more expensive and difficult to collect for large samples.. Findings are based on a study that examined users' digital literacy through both observations and survey questions making it possible to check the validity of survey proxy measures.. Results suggest that some composite variables of survey knowledge items are better predictors of people's actual digital literacy based on performance tests than measures of users' self-perceived abilities, a proxy traditionally used in the literature on the topic..
